Can a 3rd party capable of only FTP connect to VShell with suitable Subconfiguration?

I've got a 3rd party needing to connect to our VShell and they appear to only be capable of FTP. They would be providing local credentials on our system to connect, that's the extent of the 'authentication'.

I've created a Subconfiguration within our VShell hoping to accommodate this single exception inbound connection, but so far no luck. I do not have any connection attempt diagnostics at this stage so limited data to go off, but thought I'd better ask whether VShell is even capable of accept a traditional FTP connection in the first place or whether it would reject out of hand?
