Global Keyboard Mapping

Ok so trying to map my keys in manually and I use cntrl-keys to do my mappings. I have created them for sessions but want global ones. Issue is I use my number pad as my shortcuts - in the session there is an option to have the number lock on, but in global it does not recognize the number lock on\off - so when it gets to recording my mapping say I choose cntrl-6 on the number pad it records the keyboard com as Ctrl-VK_RIGHT instead of VK_NUMPAD6.

Anyone come across this issue in global mappings
